Gilbert Ramez Chagoury is a billionaire businessman, diplomat, and philanthropist. Chagoury’s power is the classic model of a politically connected conglomerate builder. Chagoury co-founded one of West Africa’s most diversified industrial conglomerates.

He has long maintained close ties to Nigerian political and business elites, serving in advisory roles and diplomatic capacities. Somehow, he has successfully blended capital-intensive industries with elite access from General Sani Abacha’s regime until now.

Although he has faced criticism over transparency in contracts and past legal issues, his group continues to shape Lagos’s skyline, infrastructure, and industrial capacity.

Chagoury was born on January 8, 1946, in Lagos, Nigeria, to Lebanese immigrant parents. He attended Collège des Frères Chrétiens in Lebanon before returning to Nigeria. Upon his return to Nigeria, he started working in sales and built a business career.

In 1971, he and his younger brother, Ronald Chagoury, founded the Chagoury Group in Nigeria. The group started with roots in construction (including C&C Construction in the late 1970s) before it expanded into a multinational conglomerate.

The Chagoury Group has its headquarters in Lagos and operates across multiple sectors, employing thousands of people (many of them Nigerians). It is involved in the following:

Construction and Property Development

As the root of the Chagoury Group, this is a core area. Its key subsidiaries include Hitech Construction Company Ltd., ITB Construction, C&C Construction, and Shoreline Protection. They handle major civil engineering, dredging, infrastructure, and real estate projects. Hitech has been involved in significant government contracts, including the controversial Lagos-Calabar Coastal Highway, which was awarded without any public competitive bidding. The group also works on projects like the Eko Atlantic City development.

Hospitality

The Chagoury Group owns Eko Hotels & Suites, one of Nigeria’s largest and most prominent hotels on Victoria Island. It also owns Hotel Presidential in Port Harcourt, the Eko Convention Centre, and catering services like Courdeau Catering.

Industrial/Manufacturing

Chagoury Group owns and manages Ideal Flour Mills (Kaduna), Nigerian Eagle Flour Mills (Oyo), Niger Delta Flour Mills (Onitsha-Enugu), and others. They also built facilities like the Tin Can Island Grain Receiving Facility.

The Chagoury Group owns Glassforce, an advanced glass bottle manufacturing plant in Aba. Gulder Beer, Star Beer, Heineken, and Maltina use Glassforce bottles.

It also owns Ragolis Waters, the famous spring water product in Nigeria.

Furniture is not left out by the group; Silhouette Furniture is another of the Chagoury Group’s investments.

Healthcare

Ideal Eagle Hospital, which was established in 1991, is operated by the Chagoury Group. It got its name from two of the group’s flour mills—Ideal Flour Mill and Eagle Flour Mill. It is a small private hospital located in Lagos to provide services for group employees and other companies.

Chagoury Group is also involved in Telecommunications/IT, such as Hyperia Internet. It has interests in insurance, transportation, international financing, and real estate developments as well.

Although the group has expanded beyond Nigeria into Benin (e.g., Grands Moulins Du Benin) and other parts of West and Central Africa, Nigeria remains the core base. The group emphasizes self-sufficiency, employing local talent and linking African industry with global partners (e.g., ties to China, India, and Latin America).

Notable projects include building headquarters and offices for multinationals (e.g., TotalEnergies in Port Harcourt), government buildings, housing complexes, and large-scale infrastructure. The family also has offshore interests, including in the British Virgin Islands.

Influence and “Force” in Nigeria

Chagoury’s influence comes from decades of proximity to power across Nigerian regimes. He has been described as a behind-the-scenes figure. He has advised and maintained relationships with various leaders, from the Abacha era (where he faced past allegations of involvement in financial matters) to the current administration under President Bola Tinubu.

In January 2026, Tinubu even awarded him the Grand Commander of the Order of the Niger (GCON), Nigeria’s second-highest national honour.

His “force” is often perceived as exceeding that of many native Nigerian elites. This arises from several factors, including:

He controls the Chagoury Group, which has control over critical infrastructure, construction, food production (flour mills), and hospitality. This gives the group an outsized economic impact. It has won major contracts, like Eko Atlantic, without always facing open competition, which highlights how his companies secure large-scale government-linked projects.

Gilbert Chagoury has long-standing personal and business relationships with Nigerian politicians. He also holds diplomatic roles; Gilbert Chagoury is associated with Saint Lucia as an ambassador and consul to UNESCO and the Vatican. These provide access and continuity across administrations.

Despite controversies, including a 2000 Swiss conviction related to money laundering tied to Abacha funds (for which he forfeited assets) and other probes like U.S. campaign finance resolutions, Chagoury has maintained and grown his position.
