The Federal Government has announced a 30-day petrol discount at Nigerian National Petroleum Company (NNPC) Retail stations nationwide, with public transport operators receiving priority.

Finance and Coordinating Minister of the Economy, Taiwo Oyedele, said the initiative would reduce fuel costs without restoring the discontinued petrol subsidy. He explained that NNPC Retail would offer the discount by reducing its profit margin rather than using public funds to lower pump prices.

The government introduced the measure on October 1, 2026, to provide relief to households, commuters and businesses struggling with high transport costs.

FG Explains How the Petrol Discount Works

Oyedele said the discount would initially last 30 days, with public transporters receiving priority across the country. He stressed that the arrangement differs from a subsidy because the government would not pay part of the fuel price.

“We are offering a discount on petrol dispensed by NNPC for the next 30 days in the first instance, with priority for public transporters nationwide,” he said.

“It is not a subsidy. Government is saying we will sell to you at cost price.”

According to the government’s explanation, NNPC Retail will absorb the reduction through its retail margin. The company buys petrol from the Dangote Refinery and other suppliers at market prices before adding its margin.

Reducing that margin allows the retailer to lower pump prices without direct government funding.

Why Government Says It Is Not a Subsidy

The government said some commentators had wrongly described the discount as a return to fuel subsidy.

It explained that a subsidy involves public funds covering part of the price consumers would otherwise pay. By contrast, the current arrangement places the cost of the discount on NNPC Retail’s margin.

The government also argued that the initiative could strengthen the company’s business by attracting more customers and increasing sales volumes. Higher sales could help offset the lower margin per litre and support the company’s profitability.

Will the Discount Affect Fuel Supply and Prices?

The government said the discount would not significantly distort the domestic fuel market or encourage smuggling.

It noted that retail margins account for less than five per cent of the pump price. Therefore, reducing the margin alone would have a limited effect on price differences with neighbouring countries.

However, the actual benefit to consumers will depend on the size of the discount and how consistently stations apply it. The government has not specified the exact price reduction per litre in its announcement.

FG Lists Other Measures to Ease Transport Costs

Oyedele said the petrol discount forms part of broader efforts to reduce the financial pressure on Nigerians.

Other measures include expanding compressed natural gas (CNG) transport, waiving certain petrol taxes and duties, and removing illegal levies that increase transport costs. The government said these initiatives aim to ease living costs without reinstating fuel subsidies.

For motorists and commuters, the key question is how much the discount will reduce transport expenses during the 30-day period.

NNPC Extends Petrol Discount at Retail Stations Nationwide Until October 31

Meanwhile, the Nigerian National Petroleum Company (NNPC) Limited has announced the extension of its petrol discount across retail stations nationwide until October 31, 2026. This is to ease the impact of rising fuel prices.

In a statement on Friday, October 9, NNPC Chief Corporate Communications Officer Andy Odeh said the initiative would support households, businesses and commuters amid elevated global crude oil prices linked to the Middle East conflict.

The company initially introduced the discount on October 1 to mark Nigeria’s 66th Independence Anniversary. However, it will now continue until the end of October.

Reiterating what the minister for finance had said earlier, the NNPC stressed that the initiative does not represent a return to fuel subsidy. Likewise, it also does not establish a uniform pump price nationwide. Instead, the discount applies exclusively to NNPC Retail outlets under the existing market-based pricing framework.

The company also reaffirmed its commitment to reliable fuel supply, responsible customer service and collaboration with the Federal Government to ease the financial pressure on Nigerians.
